Surely the nation state can do better then that.. now we have a situation in Yoweri Musevenbi's Uganda, were citizens must sell their offspring ( slavery) to the highest bidder in order to obtain funds  to purchase food!!!

POLITICIANS in Karamoja and Teso have confirmed that some desperate Karimojong parents are selling their children to buy food for their families.
Former Jie County MP John Roberts Aachila told Daily Monitor yesterday that a combination of famine and disarmament had caused the men, who are the bread winners to run away from villages with the animals that provide milk and blood for food.
Ms Rhoda Acen, the woman MP for Amuria district, said women from Karamoja have been selling their children to fend for their families after their husbands fled ahead of the disarmament in region.
Addressing women MPs on women rights under the multi party democracy at Entebbe Imperial Resort Beach Hotel over the weekend, Acen said each child goes for a mere Shs3,000 while each girl is sold for between Shs100,000 and Shs300,000.
However, the Moroto district chairperson, Mr Peter Lochat, said parents were selling children to people they know and not just anyhow as alleged by some reports.

"They sell them as housemaids and herds boys. The most affected area is Bokora county, which is neighbouring Teso. We have held meetings with stake holders, agreed on interventions and compiled a report which we have forwarded to the Prime Minister's office," the chairman said.
However, Lochat said there were reports that there is a group of people, who kidnap children. He added that some two years, three children were kidnapped at Matany while on their way from the Church.
A Moroto district councillor from Matany sub-county, Mr Lino Lokorwa, said hunger was the cause of the unusual practice, adding that though it is good if the Iteso are helping them to survive.
