Let us walk very slowly through these deliberations, taxes is not a gift, it is 
money polled from society by leaders to use into running those societies. Mengo 
has not been running Buganda for a very long time, why does it qualify for back 
taxes? Mengo is not running Buganda today and there Is no plan yet of running 
it in the future, why does it qualify for future taxes? And here is where it 
becomes very tricky, if you allow Mengo  today to run Buganda then you have to 
allow it to collect taxes to run it, and that allowing them need to empower 
them to be able to collect the taxes, thus hiring tax collectors, and storing 
it thus creating a ministry of finance, and allowing it to arrest defaulters 
thus holding  policing arresting and prisoning the falters. Are you going to 
hand such powers to an entity that is not elected? And I continue that to 
discuss back taxes to be handed to Buganda, must very immediately be followed 
by tallying the money used by Uganda government to run Buganda. So we go back 
from 1966 and put a monetary value on all services Uganda government has handed 
to Buganda population, we tally the amount and hand it to Mengo as a national 
debt. If Mengo takes that debt and pays it then it will qualify for back taxes. 
We are going to consider forward taxes as soon as you make Mengo an elected 
entity for the people of Buganda must have a say in who collects taxes from 
them and who spends it. If you refuse to make Mengo an elected entity you will 
lose future taxation powers.

 

Let us remember that this 2014 than 1900 sir, things have actually changed.

I dont really care  where the President got his land in this respect, but I 
know one thing my parents bought their land fair and square and they have 
records to prove it. It so happens though that it is somewhere on this 9000 
square miles and as I gather with Buganda as the land lord there will be back 
taxes to be paid and taxes going forward if the land is not taken. So talk 
about getting from owning a land to be passed on as an inheritance to your kids 
through hard work and all of a sudden you are asked for votes from a person who 
promises to levy monies on your land in the name of the Kingdom you grew to 
love even though you have never gained anything from it or have any hope of 
getting anything or even have any say on who makes the decisions that will 
affect you from the council of the Kingdom!

Am I just ranting or does Buganda just give votes to the President ( or sell 
land to him) anytime it gets a chance?

Some people know for sure that Min of Defence (army)bought the then farm from 
Kassim Kiwanuka. Then MYK grabbed it from Defence (army). let him show the 
world where he got the UG shs 400+millions then, you know the Kenyatta's of

This therefore seems to be the reason why Lt Col. GUMA (Stalla Njuba's late 
husband)had to die given that he was the then Dir of Finance in the army who
