Paul,

Correct. The theory is that the IT jobs are higher paying and as you
noted, have residual effects to the same. Verne published a paper to
the EEA about this re: Iceland. Not sure where to look, but its out
there e.g. economic impact of datacenters on iceland economy.

For the tax basis, I suspect its net seeing that the smelter provides
for more blue collar jobs at lower rates.
