Libvirt and qemu/kvm work really well on Linux to virtualise Windows, and you have the advantage of being able to roll back painlessly if the FE screws up her/his Windows image. Plus you can hide Windows behind the Linux firewall and even have a permanent VPN on the Linux host so that Windows never gets to see the internet directly. So that's what I would do if I wanted staff to mainly use Linux but still be able to use Windows.
