The problem with many of the government grants are that they want you to look,
smell, and behave like Openreach. This is why most many community projects have
given up on BDUK/CBS style funding, because it adds a lot of complexity that
the communities don't want, and therefore don't want to have to pay for. Hence
BT ends up hoovering up most of those contracts.
