BT recognise the old PSTN Access Network is not fit for purpose, which is why 
they’re currently consulting about how they’re going to phase it out over the 
next few years and switch it off entirely in 2025 [1,2].  Their expectation is 
that communication providers will use their own VoIP capabilities over 
Openreach data-only services.  If you were going to ask ‘what about The 21st 
Century Network’ - the 21CN BT talk about never made it to prime-time (as far 
as voice access is concerned), so to be fair they’re still largely using the 
technology that was installed in the 80s.
