Their expectation is that communication providers will use their own VoIP capabilities over Openreach data-only services. If you were going to ask ‘what about The 21st Century Network’ - the 21CN BT talk about never made it to prime-time (as far as voice access is concerned), so to be fair they’re still largely using the technology that was installed in the 80s.
