Dbxconv is a nifty utility to convert dbx files into mbx ("m-box") files

The DBX files that Outlook Express uses are located in:

c:\ (or whatever drive windows resides on)
Documents and Settings
Username (your username)
Application Data
Identities
GUID Identifier (random string like {3B0FA092-2222-1111-A1B2-111A1AA1AAA11}
Microsoft
Outlook Express

I've only used mbx files at one point in the past via a win32 port of spamassassin, but this thunderbird extension http://nic-nac-project.de/~kaosmos/mboximport-en.html appears to accomplish the task you're looking for. If you're using another linux email client such as kmail or evolution I imagine there is a similar way.
