What about use 3G services too? I think the idea is also to have a
general port scanner on hand, and 3G is widely used nowadays.

That is good. Another important question is how quick will be packet
sending interval? There is a lot of firewalls and small NIDS that can
(will) block you if you just scan as fast as you want.
