This is very similar to some testing I was doing remotely.  If you remote
desktop into an XP machine and then try to run the above commands (or
similar with a .reboot), everything will run correctly except for the
reboot.  If this is really doing the same thing then you should be able to
track down the problem/error as the window is displayed on the remote
desktop screen.
