No, they're not. That might be in their name, but fonts may render them 
differently. Notice the following section of this file:

There are many instances where the name of a codepoint doesn't tell the full 
story. This is one of them. Fonts can and should render this as something 
different than 1/8 blocks if their design purpose calls for it.
