Letter Zeem (dze) is now accepted "heh with Hamaza above".

Yes, for instance in Arabic loan words like "shu'Un".
If Mr. Vladimir is refering to Hamza ( U+0621), use in Pashto then common Arabic
word in Pashto with hamza will be "Ibtida" = intially.
