There are two standards-conforming way of doing these. One is to precede the dependent vowel with a space character; the other is to precede it with a non-breaking space. The latter method is preferable, especially if the standalone dependent vowel is likely to occur as part of a word rather than in isolation, to avoid unwanted line breaks.
