Thanks Andrew and Frédéric for answers :)
So, I understand what Unicode will not be expanded by Latin based letters. All the problems are fonts. I will open many bugs in Linux :) This asking for new letter in Unicode was for purpose to make normal keyboard layout (even two variants) for my nation. But I understand what it is needful (new letter) as ISO code „sgs“ is one thing what was needed.
Again thank you for good info :)

Hi Arns,

its unlikely Unicode will add an additional precomposed character,
since the letter can, in theory, be displayed using combining
diacritics.

Its very similar to some of the african languages i work with that
require combining diacritics and diacritic stacking.

To successfully display the character you need to treat the Latin
script as a complex script.

So in practice you need an operating system that can handle complex
Latin, for windows this means windows XP SP2/3 with complex script
language collection installed, Windows Vista or Windows 7

Few of the system fonts will be suitable, So you'll need opentype
fonts with mark and mkmk features for the Latin script. Some of the
SIL fonts will be suitable: Cahis SIL, Doulos SIL, Andika Basic,
Gentium Basic, Gentium Book Basic

You may want to contact the developers of DejaVu fonts and ask them to
support the character combinations you require.

As I said, its exactly the same issues that we have to go through for
many African languages.

If you have any questions, please let me know.

I've started putting together some notes on African language support.
Some of the material will be relevant to Samogitian.

 Hello all,

On 2010-06-30 change became effective for Samogitian
 (http://www.sil.org/iso639-3/documentation.asp?id=sgs). There are one letter
which has many problems with rendering. It is E/e with dot above and macron
 (http://upload.wikimedia.org/wikipedia/bat-smg/0/0f/E_smg.jpg). You can see
 it in:
 http://bat-smg.wikipedia.org/wiki/P%C4%97rms_poslapis
atvīkė̄ or Vielībė̅jė. On Linux it is shown (in different shrifts) as „ė“
with macron between dot and letter or „ė“ with minus near letter (see
attachment). On Windows macron is shown as box (or I haven't any good
shrift). For now all writers use shrift with additional letter, ex.
 ftp://ftp.akl.lt/sriftai/Vytis/Naujas_Vytis/Vytis_1.002/ . Simple user don't
use this letter - writes 'atvīkėė' or 'atvīkėn', even 'atvīkėi', but it is
 against rules.
This letter was introduced in 1998 in Samogitian writing book „Žemaičių
rašyba“ (Samogitian writing) (ISBN: 998692071X). Latter it was used in all
Samogitian books. Try to use in IT is complicated.
What I should to do what this letter come to unicode? As I read in
http://www.unicode.org/pending/proposals.html it is better to deal about it
 in this thread at first.

 Best regards,
