Should the original NO RATING be split into two different items, such as ZERO RATING and EMPTY RATING?
Then 0/10 would be ZERO RATING, expressed as five white stars and EMPTY RATING could be expressed, if so desired, by something like five white circles, using five uses of a character such as U+2B55 HEAVY LARGE CIRCLE. If one wanted quarter stars and three-quarter stars, I am wondering how exactly one shoud draw glyphs for QUARTER BLACK THREE-QUARTERS WHITE STAR for a quarter of a star and THREE-QUARTERS BLACK QUARTER WHITE STAR for three-quarters of a star, so that they fit in with BLACK AND WHITE STAR for half a star. For example, during the construction of the design, does one split the white part of a WHITE STAR with three vertical lines and if so in which places, or does one split the white part of a WHITE STAR with one vertical line and one horizontal line and if so in which places?
