I'm not aware of any, and I haven't researched the topic.  But, were one
to add support for that to an opentype font, note that if nothing else
is suitable, one always could use a StylisticSet to do the substitution.

In reference to your followup, I find it interesting that Brits use a
baseline dot for multiplication and a middle dot for a decimal point,
given that we Yanks do the exact opposite (at least in handwriting).
Exactly akin to "''" vs '""'.

I wonder what other typographic or handwriting traditions also are
exactly opposite on the two sides of the pond?
