This strongly suggests that the implementation should be changed, not to
match the data, but to match the specification.

Ok.  I've made the change.

Is it a problem that DerivedNumericValues.txt doesn't match UnicodeData.txt in this regard? (That is, the derived file comes with irreducible rationals)
