No. Lower-casing and title-casing work fine (unless there is a problem with Khutsuri). One of the problems is that upper-casing has been used where title-casing should have been used. Upper-casing is where the problem is. The long-term question is whether it should be split into upper-casing that has no effect on Georgian and emphatic-casing that also affects Georgian. Obviously these functions are locale sensitive - remember Turkish. Richard.
