VC++5 was used to build Unicon in the past.  It should be workable, but
you may have to tweak the configuration files and sources, and/or disable
some of the newer features, in order to build.

nmake NT-Configure  (or nmake W-Configure)
nmake Unicon

Some warnings are OK; others may be problems.  If you email me what
the output looks like I can tell you whether you have any warnings
that need to be examined closer.
