I think the solution is for more people to take an interest in
the implementation, coordinating with Clinton's group.  Most
of Clinton's support is via students, and students aren't going
to get Masters' and PhDs' from a lot of the scut work that's
needed.  Nor, once the degree is done, are they as likely to
hang around and finish polishing something to a production
level (you don't get a degree for the final polish, either).

So the number of people in for the long haul is pretty limited
and pretty well maxed out on effort.

[Or, people could give $$$ to Clinton so he can convince more
students to hang around for a while...  :) ]
