You might want to try Cat Vet of South Street (South Street between 22nd and 23rd).  I believe that the quality of care is excellent.  I'm not thrilled that they are closed Tuesday and Thursday or the lack of early morning/early evening appointments, however.  I will add that my cat hates going to the vet so much that they have to get gloves, a net, and tranquilizers just to look at him.  Can't say for sure if there is something about the place or the people that brings out the worst in him or whether he just hates being handled by anyone but me.

OK, this topic has pulled me out of the lurker's woodwork. We took our cat
to O'Neil's a few years ago, and the vet (I'm not sure which one it was - I
think there are several) yanked her out of her carrying box and handled her
very roughly. I was tense the whole visit (not to mention the cat). Since
our cat is an indoor cat with no apparent health problems, we actually
haven't been to a vet since, but she needs a check-up if anyone has any
other vet recommendations closer than Newark, DE :-).
