I am curious - how much of this discomfort with your immediate neighbors
do you actually share with them? Are they aware of how you feel? Do you
cc them on these complaints to the greater community? In all fairness,
you probably should.
Talking to them might about it might be a good first step.

I suppose we could try. But it's difficult to figure out exactly where the noise is coming from at night, and unless I go outside and wander the neighborhood in my bathrobe and slippers at midnight with a flashlight, I don't think we really can tell whose door to knock on.

Plus, as regards the screaming toddler from last night: If the rationality and sensibleness of the guardians of said child can be inferred by listening (however reluctantly) to the verbal parental interactions with him/her, then I don't think there is much hope of a detente in this situation.

Not to mention... In my opinion these folks are already lacking in knowledge of basic courteousness... "Gee, sorry, I had no idea that my screaming at my screaming kid outdoors in my backyard at 11:30 pm would wake you all up. I'll try to remember next time." I mean, this is common sense!
