PHILADELPHIA From now on, patrol officers -- not detectives -- will be the
first to investigate residential burglaries in Philadelphia involving
25-thousand dollars or less.
A detective processing a scene typically interviews victims, dusts for
fingerprints and examines the area.

Chief of Detectives Joseph Fox says the processing done by patrol officers
will be limited to dusting for fingerprints, something he describes as
"not rocket science."

Other aspects of processing, he says, can be done by a crime lab or by
detectives eventually assigned to the case.

The new order, dated September 16th, says detectives will retain
responsibility for the overall investigations, even if they never go to
the scene.

The order, obtained by the Philadelphia Daily News, says the change is
designed "to improve both the efficiency and responsibility for processing
burglary crime scenes."

More than 10-thousand burglaries and attempted burglaries are reported in
the city each year, with very few claiming more than 25-thousand dollars
was taken.
