I called Woodlands Cemetery. The woman who answered the phone said that she did not know anything about this (and she was upset to hear it), but would ask the executive director. I forwarded the original email to her.
I called the PA Game Commission, and got information promptly from a man who said that I was the second person to call today. The PA Game Commission has issued a permit to Woodlands Cemetery to cull deer. The PA Game Commission does not do the job itself.
