meanwhile, tony's claims that ucd's performance and accountability are delegated to city council 'for the most part,' (along with his queries about ucd's 'reporting requirements' and requests for 'revising') demonstrate nicely why any of us would want to develop and articulate a set of public responsibilities for ucd.
