I agree Karen about the BID, which is how I read the question.

The BID will require cooperation, consensus, strong leadership,
and public trust. The current UCD can't deliver any of the above.

Before we can get to the discussion of a BID, the UCD funders need
to address management issues. Making sincere statements would be a
good start.

Mario,
Your question presumes that a BID is necessary to begin with.  I don't 
beleive that it is, so for me no compromise is necessary.
