Are the problems in their lives being ignored? Being punished and
being helped are not mutually exclusive.
I'm no fan of UCD but they're contracted to give those people work,
not to provide family therapy or job training. There are enough
legitimate things to criticize them for without blaming them for the
shortcomings of City government.
