First there is the obvious: "any folder you pick up" has to contain
music tracks for LMS to do the scan.

Second is the less obvious: file permissions. The files have to be
readable by the user "logitechmediaserver" (or maybe it's still using
username "squeezeboxserver"). That's because LMS runs under that
username, not your personal username. The normal thing to do is to make
sure the music files are readable by _all_ users. For best security the
music files should not be writable by all users, but only by the file
owner, which is normally your own username. However the playlist folder
and files need to be writable by the user logitechmediaserver if you
want to save playlists in LMS.
