No you should not add it in the "tweaks section". 
The easiest is probably to put the SD-card into another computer and
then simply add disable_audio_dither=1 to the config.txt file found on
the SD-card.

There is a new version almost ready which have this enabled by default,
but you can easily add it yourself.

It is a problem with the RPi2 board.

Regarding your question about adding a DAC - yes then this hiss will go
away and you will get so much better sound quality compared with the
analog out.
