That URL is invalid, and this unfortunately is an issue which shows up
every now and then. Never have been able to nail it.
Not a docker thing, but an environment thing, and you can see in the
github issue, the resolution is to install

Just because an invalid URL is pointing nowhere doesn't mean the reason
is in a missing library. Phlippe asked for log files in that issue, and
didn't get it. So this is all guesswork.
That said, I added the above dependency to the image. It should be in
the next build.
