Go to System Preferences and into Network. Click on the PPP tab (this 
is presuming you use a dial-up modem) and click on Options. Check the 
box marked 'Connect Automatically When Needed'. That will *mostly* fix 
your problem.

Unlike previous OSes, when a network application (like a browser or 
email) tries to connect it tries, which triggers the internet 
connection startup, but it fails out rather quickly and complains that 
it was unavble to connect. If you have the Dial up icon in your menu 
bar (click 'Show Modem status in menubar' in Internet Connect) you'll 
see it is dialing.

ON my system Mail.app times out and complains a few times ,then 
connects whenthe PPP connection is established and then all is fine.

If you still cannot get to your mail, check the settings in the 
Accounts section of Mail. app or whatever mail client you're using.
