 I had this same problem. I have a Radeon 7000 and I used the Oct. Update AFTER doing 
the 10.2.3 update and I lost my OpenGL and Quartz Extreme. After many hours of 
exasperation I finally just reinstalled the 10.2.3 update alone. I don't know if I did 
this correctly, so if some OS X guru knows better please correct me. Here's what I did:
I downloaded the stand-alone 10.2.3 update which is the 50mb file, not the 'combo' 
update that is the 62mb file. I then went to Library>Receipts and trashed the receipt 
for the 10.2.3 package. I then ran the installer for 10.2.3. There wasn't any optional 
installation for just the ATI drivers, it was all or nothing. It fixed the OpenGL and 
QE problems immediately.
On problem I still have: in the hours of frustration, I mistakenly thought that the 
July ATI download called 0208 was a 'driver' when it is really a ROM 'flasher'. I 
bought my Radeon from ATI in Sept, but it came with an earlier ROM version, I think 
0112? I was using it with this older original ROM and the Oct. 0210 driver under 
10.2.3 just fine with both OpenGL & QE working. I went to the ATI 'control panel' 
application that is installed in the ATI folder and launched what I thought was 
supposed to be a contol panel. Instead it just 'flashed' and nothing opened or 
occurred, except that my OpenGL & QE were disabled. The subsequent reinstall of the 
Oct. update, or the CD drivers didn't restore either. Only by reinstalling the 10.2.3 
update was function restored. In my exasperation, I mistaken ran the 0208 ROM flasher 
and so now my configuration is different than before. I was running my 15" monitor in 
800x600 @ 100hz, but now I have no 100hz selection, 85hz is the maximum. I have 
sensitive eyes and notice the difference in eyestrain. I once ruined an expensive 
modem with a ROM flasher, and I'm fearful to reflash the card to it's original ROM on 
the chance that I'd ruin the card. Hopefully I'll findout it's still under warranty, 
and then I'll reflash once I'm certain it won't be a total loss if something goes
