Because the processor card in PCI Macs contains a lot more 
functionality than the zif in the G3's, allowing Sonnet to do it. Later 
revisions to the ZIF socket in G4 macs allowed the higher speeds. They 
were able to hack the bus/chips speed ratios to allow the faster 
processor to run on the PCI mac card.

Hardly. For the cost of G4/800 upgrade you can probably get close to 
buying a G4 tower which can take faster upgrades in the future.

Plus you're still hampered by the slow bus on the 9600. You can 
certainly buy a B&W G3 for that price, and the faster bus and AGP video 
on those systems makes a greater difference to overall performance than 
sheer processor speed.

And actually, the G4 processor limit on the G3 model is higher than 
400, the system I'm typing this on is running at 466 MHz. ;-)
