But I have had success installing X on 7600 and 7300s with older versions of XPF when new versions fail to install. All the 7600 and 7300s had various G3 upgrades. Be very sure the G3 is pushed all the way down into the slot. I have also had trouble with some RAM modules.
I have and support about 15 Macs but I have never had experience with a 9500 or 9600. But the words on the net all this time seems to point to these macs as have a lot of different issues than the 7600 and 7300s. Having pointer out my lack of 9600 experience I will still venture a guess; Video card. The video card situation seems very touchy with 10.3.
If all else fails it is easy to try the CD ROM master angle.

ATI Radeon 7000 Basically the only new card currently sold. It works with Mac OS X 10.1.5 and later. For best results, select the card as the "output-device" in the "Open Firmware" menu of XPostFacto.
Other ATI cards Also generally work. Depending on the card, and your version of Mac OS X, you may need to apply a firmware update or install a new driver.
ixMicro ix3D UltimateRez Works, but no acceleration.

I also have ATA cards on most of the PCI Macs I use; So SCSI has not been an issue for me in quite some time.

You make an interesting comment re: Master designation for CDROM? where was this documented? It may also answer why I was not able to get 10.3 onto my 9600 too?
