Though I think they should have implemented it at the vnode level instead
of in HFS+. Looking at the Darwin code it looks like the vnode level
already tracks all the VOPs that Spotlight should need to notify the
daemon about a file or directory change, without causing noticable
performance impact. They should be able to borrow the kqueue mechanism
from FreeBSD to handle the notifications.
