Voodoo3 cards give you unaccelerated video. They don't work well enough during the 10.3 install but they work fine in 10.3.9 and I presume they work well in an earlier version.
I believe the ATI Mach 64 works in 10.3.9 with unaccelerated video. I don't know which version of 10.3 they start working in.
