There are reported numerous other networking issues with Tiger. Many of these are failures of VPN software, and most of these point the finger at an alleged "kernel bug" in Tiger. It seems that Tiger's usefulness in the corporate world will be limited until that gets fixed. Roll on 10.4.1, then.

... and a further delve shows that AFP over AT was absent from 10.0 (one of the things that made it un-useful), then arrived in 10.1, stayed through 10.2 and 10.3, and has now been removed in Tiger. This seems a bit of a retro step to me. It also seems completely without merit. I can't think of any good reason to disable a useful and proven service in this way, unless there's some obscure security issue which could affect Common Criteria evaluation, say.
Tiger still seems happy to print over AT (I have a vintage LaserWriter, AppleTalk only, a throw-out from work) but for File Sharing AT is now restricted to being a discovery-only protocol. I guess Apple's strategic intention is to steer people towards bonjour/rendezvous/guten-abend as the future discovery protocol, and eventually to wean us all off AT forever.
Hummphh.

Mac OS X 10.4 Tiger: "Connection failed" error when connecting to an AFP server
...gives new meaning to the term "unsupported". Sigh.
This is equivalent to saying that Personal File Sharing by clients running Mac OS 8.6 and earlier is now officially not supported in a Tiger environment. Slight nuisance in mixed networks. I might stick with unsupported Jaguar for a bit longer than I was expecting to.

Well, AppleTalk is AppleTalk, not TCP/IP. So I guess you mean it only does AFP over TCP/IP, not AFP over AT. Which would explain my problem, and would be the kind of Tiger small print I haven't yet spotted.

Doesn't Tiger ONLY do Appletalk over TCP/IP ?

Well, not exactly broke. But from Tiger (and from Tiger's Classic) I can no longer connect to vintage AppleTalk servers running vintage AFP on Quadras and similar systems.
I don't recall this being a problem with Jag and Pan connecting to old AFP file shares, It's a nuisance, but not a show-stopper.
