Tiger does not support AFP over AppleTalk.
Tiger *does* support AFP over IP.
Not now. Since I patched to OS X 10.4.1, that's broken too. Three
machines (Pismo, iceBook, SawTooth), all experimentally running
10.4.1, all when tested under Mac OS 9 now report an identical
AppleShare "System Error". Whatever new resources 10.4.1's Classic
environment now adds in, it's broken old AppleShare thoroughly.

You must either run File Sharing over IP on the OS 9 machine, or
connect TO the OS X machine from the OS 9 machine. Connecting from
the OS X machine TO the OS 9 machine is no longer supported via
AppleTalk, period.
Frankly, this ain't good enough. I'll accept that Apple has their
reasons for removing old features from new operating systems.
No, they don't. Stevie Jobs does. He wants you to ditch the classic
computers and buy new ones. Or, as many people are doing - buy PCs.
It's difficult to know whether Apple has done this deliberately (=
malicious) or accidentally (= incompetent). Malicious or
incompetent. Which would you rather be?
Well, it's planned and clearly documented. IMO, it's malicious
stupidity. It's too well debugged to be incompetent. And since it's
only result is to erode their own market share,...
