I prefer CakePHP - http://cakephp.org/

But I have been using ZendFramework (http://framework.zend.com/) recently and it seems quite well thought out, although it is more of a packaged library than a framework.

CakePHP is more of a site out of the box type of framework.

Typo3 is a CMS. The list of frameworks and CMS's gets longer every day it seems.

It really depends on what you want. Each framework will have a learning curve to get familiar with the nuances of it.
