Yes, and yes. I have experience with both PhoneGap and Titanium. I  
would recommend Titanium instead, more mature, easier, less buggy.

You won't have App Store issues as long as the app is not just loading  
up remote web pages. These tools load up views from the app itself.  
Big difference, and allowed in the store.

Pulling down new data and doing storage in the app is possible, and  
implemented in Titanium in three different ways. So, lots of options.

I can discuss more offline as well. But I have to say up front that  
I'm a native app guy, and these solutions are not "best choice". if  
the decision is already made, though, I can share my experiences with  
these tools.
