I second PhpStorm.  I used to use Netbeans, but I think PhpStorm is a
little less of a CPU hog.   Also out of the box PhpStorm seems to resolve
code navigation a bit better when it comes to non standard formats
(particularly in JavaScript).  However if you're worried about cost,
Netbeans is free of course where as PhpStorm is about 99 bucks or so.
