You are right to ask the channel/portlet *name* is not shown correctly
in Add Content.
On the other hand there is no problem with the channel/portlet *title* -
it is shown correctly in the layout.
Also from what I checked rss, web proxy and simple content portlets show
correctly content with UTF8.

I have just checked with trunk, this is also a problem in current trunk
with the new slide down add content pane. Channel name is not shown
correctly.
