Currently in my session bluetoothd & bluetooth-applet are running,
even though bluetooth is hardware disabled.

You want bluetooth to start when these conditions are met:
- when you plugin bluetooth dongle or enable bluetooth via hardware
switch (Fn-Esc on some laptops)
- when not in flight mode
- when not disabled

If above condtions are not met, the bluetooth agent should be stopped
to save resources.
This is the functionality that upstart user session should offer us to do.
