Do you refer to the line about libftd2xx:

That's about the library from the FTDI site. It is available for download only 
as a binary but complete with all files required for linking to it, so UrJTAG 
can make use of it.

UrJTAG supports FTDI-based cables using either libftdi or [lib]ftd2xx.
