There is a significantly large number of certified developers. I personally have three developer accounts for three separate efforts. If I was willing, I could risk burning one of those accounts. Just saying that you need to really read the published rules and follow them. When there is an exception needed, you need to really sell your case to Apple and they might go for it, but assume they won’t.
