MPEG-2 isn't needed to use DVD-ROMs. It is needed to play DVD-Video. The license for MPEG-2 is covered in the cost of the software that you buy for playing DVDs. You may well get bundled software, and so the cost is hidden from you. I think that each way of playing back DVD-Video will have its own license fee, so even though you paid for MPEG-2 to use DVD Player on a Mac, you still have to pay the $20 to be able to play MPEG-2 in other applications.
If you look at MPEG Streamclip as an example application for processing MPEG-2, it just will not work unless you have bought the MPEG-2 Playback Component, because they have complied with the license rules.
