Thanks to Devin, Jim, and Mark for taking a crack at this, but it seems this 
was not a solvable problem as desired. Thierry offered to take a look at an 
actual download of the gif, and he determined that the data is somehow corrupt. 
Although Preview and Safari seem to be able to deal with it, LC can't.

I ended up taking another route and loaded the gif calling URL into an LC 
browser. Unfortunately even the webkit browser seems to have a slight issue 
with the alpha channel (there is no transparency), but since the iOS browser 
offers its own Alpha channel, I can make the map under the browser show through 
the grey of the gif (that should have been be transparent).

It's not as flexible as having a simple image object, but it's workable for 
this project. Thanks for all the suggestions!
