You would think that, but you might be mistaken. The contact management Act has 
specifically stated that in order to get the Act Outlook plugin to work with 
Outlook, the end user <MUST> be an administrator. This was not true for older 
versions of Outlook but it is now. This is because Microsoft way upped the ante 
on Outlook security specifically to prevent an application from doing exactly 
what you are trying to do. 

If the developers of Act cannot find a way around the present restrictions, it 
is doubtful you will find a way.
