It might not be this, but it sounds awfully similar to a problem I had,
attempting to deploy a standalone built with 8.1.0 dp 3 to Windows.
Details here, including a patched version of tsNet.dll which fixed the issue

The bug report changed status to "AWAITING_RELEASE" just this afternoon (UK
time) so my guess is that the new dll didn't make it into rc1.
If you're in a hurry to solve this, I suggest trying the patched version -
note Charles Warwick's comment #2, it may be necessary to build with the new
version, rather than just replacing it after the fact.
