Yes. In the Ext folder should be all the externals that are included
with Livecode. Inside that there should be a tsNet folder - just
replace the dll file in there.

The bug report changed status to "AWAITING_RELEASE" just this
afternoon
(UK time) so my guess is that the new dll didn't make it into rc1.
If you're in a hurry to solve this, I suggest trying the patched
version
- note Charles Warwick's comment #2, it may be necessary to build with
the new version, rather than just replacing it after the fact.
