Ken, Richard, it's true it's open for discussion but in general, programs that write prefs to the same app folder have the advantage that they can be moved anywhere later by the user.
The registry is practical in case you want to update with an installer so it's easy to see where the app was installed (not all users have the same "program files", "windows" or application (your app name) folder.
